Can't open Notes on Mac (Really Want To Swear)

I am so frustrated with Mac OS, software, whatever. I have latest ""El Capitain" 10.11 whatever installed. I don't know what I did, but I cannot open my Notes. Geeze, how hard can this be? I have spent 45 minutes of frustration, still can't open them, I used to click on the Icon on the Docking Station, and it opened. Now It does not. If I click on Notes, I get this:User uploaded file


If I click on "Accounts. . . . I get this . . . .User uploaded file


Which no matter what I click on, does not open Notes. . . this dialog box gets me no where. So if I click on "On my Mac Account" (checked option from above pic) I get this dialog box:User uploaded file

Which when I hit OK, it doesn't get me anywhere. So, just a simple question, HOW DO I OPEN NOTES ON MY MAC? And why is it so impossible to do? And why does it take an hour to get no answer? GEEZE< I am one frustrated person.
