Q: Can I Save Movies That Are on My Mac's iTunes on iCloud or an External?

Anyone know how to do this? I want to save either my downloaded movies onto an external hard drive or my iClu

MacBook Pro, OS X El Capitan (10.11.2)

You should be backing up everything on your computer to an external source.

Back up your iTunes library by copying it to an external drive ...

I have a Time Machine hard drive that I back up weekly.

I'm trying to free up space because my hard drive is nearly full with 'Other'

See Make a split library portable. Move your entire iTunes library to an external drive, then back that up to another drive for security. You can also relocate any iOS backup data from your SSD to an alternate drive using steps shown in the user tip.
