How can I enable in app purchases without my restrictions without my pass ode??
I Don't have wifi so backing up and resetting my iPhone is out.

If you set restrictions for in app purchases the only way to re-enable them is through disabling the restriction settings. If you forgot the passcode for the restrictions you either need to restore to a backup without the code or restore to factory settings. -AJ
