how to retouch, remove/add an image from an old photo?

Some fading colours of old photos. Is there a way to fix this?

Also, I need to know how to fix a newer coloured photo, i.e. delete an image and or add an image? Thanks.

Are you wanting to do something like this:

This can be done with Photoshop Elements for Mac. There are other 3rd party editors that supprtty layers and can selectively remove backgrounds and/or clone sections of backgrounds to other locations. The first five entries in the list below are the more probably apps to do what you want. Each will have it's own learning curve but, in my opinion, PSE is the better app (partly because I'm so much more familiar with it than the others).
