If you restore your iPad back to factory settings, you are erasing all of the content/data on the device. Your iCloud data can be seen at www.icloud.com. When you restore from a backup or set up as a new device and enable iCloud, you will once again be able to see the information you have for your Apple ID / iCloud account. it does not remove icloud activation lock, cause lock does not only exist on the apple device, but also exists on the server that ipads connect to during activation.
