I understand that your mom's iPhone is not getting past the verifying her Apple ID. Let's see if we can get that sorted out.
I would start with restarting her iPhone and you can try signing in again to see if it gets passed that screen. If it does not, restart the iPhone again and you have the option to skip that step. Get to the same screen to sign in with her Apple ID and you should see a Blue button that says "Don't have an Apple ID or forgot it", tap that to skip. Then you should be able to sign in to all of the accounts in the Settings app. Take a look at the articles below for more details.
