Q: Why is there no none option under the payment area in Apple ID?

I can't click none cause there is no option. I don't want to create a new account, and I'm very frustrated. Please tell me how to fix this or please update your software cause I'm not pleased.

iPhone 6, iOS 9.2

Do you owe money for previous purchases or through another account? If so you must clear the debt before you can use the 'none' option.
