Q: Sharing iTunes library without wifi for multiple devices?

Hi, we are setting up our 8 children's iPad minis they got for Christmas and I'm wondering if there is any way of sharing our music and apps from the one iTunes account on all the devices without the use of wifi? I believe you can only authorise 5 devices and I cant use home sharing as we got devices for travel and I really don't want them to have access to the Internet.

hoping someone may have an idea on the best way to set them all up.
