It sounds like you are trying to download something from the iTunes Store either on a computer or an iOS device but are getting this error message instead when you try. First if you have not already I would restart the device in question and try again:
Restart your iPhone, iPad, or iPod touch
or
OS X El Capitan: Log out, sleep, restart, and shut down
If the issue persists then I would use the troubleshooting for your device in the following article since it is about that very sort of issue:

Dec 30, 2015 1:09 PM in response to sterling rby Elijah Snow,I've been having the same problem for the past two days. I try to log in and it just doesn't, both on my Mac Air and iMac. Both running El Capitan. I get the log in prompt, but when I enter my user id and password the box just disappears and doesn't even try to sign me in.
