I wouldn't say right away you need to go to an Apple Store to get this fixed. There are some things that you can try before going that route.
The first thing I would try is just a simple restart of your iPhone as that can help with most issues. Another thing you can try is to update it by using iTunes on your computer. Take a look at the article below for more details.

Jan 3, 2016 3:04 PM in response to norm123by gecox2,I am having the exact same issue with my iPhone 5S. I am unable to install ios 9.2. I also suspect that the disappearance of my Safari bookmarks and reading list (as well as the ability to add new bookmarks) happened as a result of the 1st failed update.
