How to review a host decision of removing a post because it was nontechnical or off-topic?
What about I'm answering an user who bothers recurrently and whose posts are not removed?

There is no review process. The decision to remove a post is the moderators' alone. If you are not clear as to why it was removed, you should read the Terms of Use.
Yes, it's hard but as I can see it, there is no alternative to withstanding or ignoring this kind of users.

Actually the Moderators remove many post on a daily basis. While you do not have sufficient rights yet to report a post, many users do and will if it appears warranted. However, the best course of action here - as with many public forums - is to develop a thick skin.
The moderators cannot possibly read and vet every post. You cannot report posts until you reach level 2. If there is something you think should be brought to the hosts' attention before then you can mention it here in the Using ASC forum, somebody should follow up on it.
