I'm deaf how do I contact Apple

IM deaf I'm trying to contact Apple because my Apple ID is disable. So how will I talk to them?

iPad 2, iOS 6.0.1

chat service only works in the US.

Apple pretends to be friendly to people with disabilities, but insists on calling back the hearing impaired. Seriously???
