Q: message not sending but has sent iphone 6

I have an IPhone 6 on IOS 9.2.

My apple watch is on watchOS 2.1.

So today, I was attempting to send a text message. I was sending it to another iphone, but i did not have my cellular on/ i was not in wifi, so i selected send as text message. The message said it was unable to send (with the red ! saying message not sent). I attempted to resend it a couple times, which didn't work. Anyway, I get a text message, replying to the text that "didn't send" on my apple watch. I looked at my messages on the phone, I had not received the message on the phone, just on the watch. The phone was still saying the original message had not sent, but my watch received a reply to it (which the watch can't receive it without the phone receiving it). The message showed up on my phone about an hour later when i entered wifi and turned my cellular data back on (not entirely sure if either of those were the cause for it being received, but it was after i had turned those on). Anyone happen to know what the problem is here? It is odd that the phone would not display a message that it obviously has received.
