Invaild SIM

my iPhone 6 hasn't been set up yet for the basic information (I haven't been able to access my home screen yet. It is still on the default white set-up screen), and my iPhone says this about the SIM card:


The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. Please contact Apple for more information.


First of all, I have gotten a new SIM card and this still appears.

Second, Why should I have to have my phone unlocked by a third party?

Third, This notifaction also appears on my computer, I am unable to update or sync in any way. Why is this?

Does this mean my iPhone is completly usless until I get a SIM card?

is this a second hand iphone?
