how do you fix the device is not eligible error? i did everything already

I wanted to restore my iphone but an error appeared saying this device isn't eligible for the requested build. I already did everything on the page: https://support.apple.com/en-us/HT201442. And there was no file host called gs.apple and i dont have any virus protection software. I wanted to downgrade to 9.0.2

Thanks

That is why you are getting the error. Downgrading is not supported, and iOS 9.0.2 is no longer being signed. You will only be able to update to iOS 9.2. Connect the device to iTunes on the computer, and just click on update. If the error returns, then put the device into Recovery Mode and update to iOS 9.2.

why is that?

Why is what? That Apple does not allow downgrades? The Terms of Use of these communities forbid us from speculating about why Apple does or does not do whatever it does (or does not do).

But for what it's worth, if I were sole owner of a company like Apple and could do what I want, I would not allow downgrades either. You should stay current.
