I have bought used iPhone 6. The iWork apps aren't included and on appstore are charged. Why ?

That time is already up. Either pay for them or see if you can find them under the purchased tab.

If you purchased the phone used, you're not entitled to the Works apps for free. Only the original owner was. Sorry.
