Check iPad Storage: Settings > General > About
It is not exactly 16GB since a couple gigabytes are used for the apps and files that come with the iPad.

Dec 30, 2015 10:34 AM in response to Jetlesby Fin N,Yes. This is normal. System files and apps that come with iOS devices usually take up a few gigabytes, which makes it say that there's less than 16GB on the device.
