For the past couple weeks, my iPad Air 2 has been continuously making the charging beep noise every once in a while, except it does it when it isn't plugged in. It can be fully charged and it'll do it.
I just updated to the latest firmware hoping that'd solve it, but it hasn't, nor has restarting the device.

I don't know that this would make a charging noise, but did you check to be sure the port was free of debris. Also review your notification settings to make sure you aren't hearing a notification sound. If that doesn't help make a backup and restore to factory settings. The last step would be to visit the Apple Store Genuis Bar. -AJ

I had that problem too, which is what made me come here.’ But i found out how to stop that.
Settings> Sounds & heptics> Scroll down to “sound and vibration paterns”.
Look at the right hand side, which shows you the sound. If you see “Ding” (usually for “New mail”) click it and change the noise to what you prefer.
If that doesn’t work go into settings> notifications> Mail> click on your email> Change the “sounds” from “Ding” to whatever you prefer.
If you have more than one email, repleat to all of them.
I think it is related to the apple keyboard that is attached to the side of my ipad. Mine was doing it just now when i was moving the ipad forward. Although the other night it was doing this when I went to bed, no idea what was causing it.
It isn't a matter of outlets. The charging noise is happening when the iPad is not plugged into the charger.
No notifications, and that's a completely different sound.
Seems free of debris as well, but even if there were, I don't understand how that'd make the iPad think it's charging when it's not?
Try a different outlet.
