If your phone isn't responding you can fix the problem by force restarting it. Here's how:

Press and hold the Sleep/Wake and Home button at the same time for at least ten seconds, until the Apple logo appears.

If its frozen on a screen or in an app you can try a hard reset by holding down the home and power button at the same time for about 10 seconds and it should reboot the phone and be responsive again.
