Apps does not download

iPad air, iOS 9.2

i have been experiencing a problem a couple of days ago until now, I am unable to download any apps from the app store, It only says waiting but thats all. I tried tapping it to make it pause and tapping it again to resume the download but it doesnt work, i tried exiting all applications in the background but no success I tried restarting and rebooting but still no success. I tried everything the the itunes and apple store section in the settings but still no success. My guess is that its a problem of iOS 9.2 . Can someone help me?
