need help with my iphone 4

okay so I still have an iphone 4 and I have around 8,000+ photos in it so I purchased 200 gb so I could have enough room to save more but when I saved a picture or took a screenshot and went to check of they were saved nothing was there it just said restoring on the bottom of the photos. I need to know why does it say that and why aren't any photos or screenshots being saved??? I'm pretty sure 200 th is more than enough to save those photos and what's it restoring?? Thanks in advance
