Can I prevent video from being uploaded?
I only want to sync my photo's to iCloud, not my video's. Is this possible? I have a total of 21 GB which would otherwise takes weeks to do.

Either move the videos to a different Photos Library, or export, delete, and import the videos again as referenced files.
Items that you import with the Photos > Preference > General "Importing : Copy items to the Photos Library" disabled, will not be stored in the Photos Library. These items will not upload to iCloud Photo Library. See: Where are my imported files?
But you will have to be very careful, when you are working with referenced files. You will be responsible for taking care of them and keeping track of them. You must not delete the videos or move, modify them after you imported them as referenced.
