When a new messages comes into my phone the text tone rings (doorbell). But not always, why?

A text tone only rings half the time a new text message comes in. Other people I know experience this issues. Any thoughts?

The message won't produce a sound if it comes when Do Not Disturb is turned on or the message is from a blocked contact
Do Not Disturb is off, every setting is for all calls and text to come in, no silencing. 50-60 percent of all text do result in the text message tone but 40-50 percent, even from the same person, do not. It is not just me but several people I know. Maybe it has something to do with having poor reception at times but then when in an area with good reception it should then result in a tone when the message comes in.

It could be but unlikely - the tone is linked to the text coming in - so theoretically poor reception should not be a factor
Try a different sound and see if the problem resolves or the same pattern remains
I tried several tones, currently on the doorbell sound. All have the same intermittent issue. 2 other people I know with iPhones have the same issue so it's not just me.
