No iPhone model has ever displayed a charging indicator if turned off after being plugged in. if you saw that on an iPhone in the past it was either a counterfeit phone or a hacked or jalilbroken phone.
All iPhones and iPads will charge if turned off after they are plugged in. Note that if you turn the device off before plugging it in, the very act of plugging it in to an external power source will automatically turn it On.
i Don't know about the specific models sold in China as I do not live in China nor are those models sold anywhere but China.

Powered on the IPhone 6, its confirmed the battery is charging which was my initial worry that it wasn't. Thanks AJ for the confirmation. All is well, Guess it also goes along with the ideology of the LED pin head indicator.
