Cannot change key access in login.keychain via VNC or Apple Remote Desktop

We recently setup several virtual MacOSX environments on a MacPro using VSphere. Any efforts to change access to private keys using an administrative account in the login keychain to one or more applications all failed, i.e. clicking the Save Changes button does nothing. While doing the same thing using a locally connected keyboard or VSphere tools successfully saves the changes. In effect, even though the same administrative account was used the VNC/ARD technology is NOT trusted while when the same account when locally logged in it IS trusted. Is this a known issue? What is the cause and it's resolution?
