Make sure that you have an active plan with your carrier.
Update your iPhone to the latest version of iOS.
Turn airplane mode on and then off again.
Restart your iPhone.
Go to Settings > General > About and check for a carrier settings update.
Remove your SIM card from the SIM card tray and then put the SIM card back. Make sure that the SIM tray closes completely and isn’t loose. If you use a SIM tray from a different model iPhone or from another phone manufacturer, it might not fit properly.
Try using another SIM card. If you don't have one, go to your carrier's retail store and ask them to test with another SIM card. You might need to replace your SIM card.
If you still see an alert about your SIM card, contact Apple support.

Jan 1, 2016 3:12 PM in response to Maburtoby fan28,I would just jump to one of the last steps on their list and take my phone in to your phone service provider at this point. You can still try to remove your SIM card from the SIM card tray and then put it back to see if that helps, but for me just going in and probably getting a new card would make me feel more confident there was no problem.

I Can not do anything because I restaured from the begining the iPhone , so I can't go to settings

That error tells me you have a phone that was hacked to act as unlocked. The restore has removed the hack and the phone has locked back to the carrier it was originally sold as locked to. The only way to get a permanently unlocked iPhone is to have the carrier it is locked to process an unlock request.
