Please start with a simple step: quit and relaunch Mail. If there's no change, see below.
This procedure is a diagnostic test. It’s unlikely to solve your problem. Don’t be disappointed when you find that nothing has changed after you complete it.
The purpose of the test is to determine whether the problem is caused by third-party software that loads automatically at startup or login, by a peripheral device, by a font conflict, or by corruption of the file system or of certain system caches.
Disconnect all wired peripherals except those needed for the test, and remove all aftermarket expansion cards, if applicable. Start up in safe mode and log in to the account with the problem.
Note: If FileVault is enabled in OS X 10.9 or earlier, or if a firmware password is set, or if the startup volume is a software RAID, you can’t do this. Ask for further instructions.
Safe mode is much slower to start up and run than normal, with limited graphics performance, and some things won’t work at all, including sound output and Wi-Fi on certain models. The next normal startup may also be somewhat slow.
The login screen appears even if you usually login automatically. You must know your login password in order to log in. If you’ve forgotten the password, you will need to reset it before you begin.
Test while in safe mode. Same problem?
After testing, restart as usual (not in safe mode) and verify that you still have the problem. Post the results of the test.
This solved the problem completely. Sender's email address, subject, and content all appeared on the draft reply when clicking Reply or Reply All in safe mode. And after re-starting in normal mode, everything is working correctly.

I am having the same problem. And like Chris, it worked for a while after rebooting in Safe Mode and then restarting again. However it has begun to happen again.
Each time, I restart in Safe Mode, run Mail to check that it works, then restart again. It usually fixes it for a number of iterations, then starts opening blank reply windows again.
Do you or anyone else have other solutions? Many thanks!

Having the same issue here as well, took the steps, fixes for a while and then returns. Grrrrr . . . .
Remove any third party apps that claim to provide anyi virus, protect, clean, manage, etc. your computer. Trusteer would be an example app to uninstall.
I have started experiencing this problem too over the past few days. I have not changed or added anything to my computer and I have never experienced this before. I think there was an auto update a day to two ago - I suspect this may have something to do with it.
Thanks Bob! I wouldn't have figured Trusteer had anything to do with Mail. I'm forced to use it for my online banking, but turning it off seemed to resolve a few issues.

If you have any third party apps installed claiming to provide anti virus, cleaning, protection, monitoring, management, etc. for you computer uninstall the apps. Trusteer would be one example.
The problem has arisen for me within the last week (I think). There does appear to be a connection between this problem and Safari. I don't know whether it is caused by running Rapport, but I have found that if I do not run Safari at the same time then Mail replies as it should do.
Definitely linked to Safari. The problem temporarily clears with a reboot. I tried shutting down safari then sending emails which worked. I re-opened Safari and so far mail is working properly.
I have had this problem for a while. Sometimes restarting Mail works, sometimes I have to reboot. I have even tried rebuilding mailboxes but this doesn't help. I don't use Safari much as I use Opera but when I do use Safari I tend to leave it running. Just had the problem again and Safari was running. I closed Safari and the problem disappeared without restarting Mail or reboot. Open Safari again and the problem comes back! There definitely seems to be a link.
going to safe mode is the best way to resolve the issues .
also another method is there : in user library - go to finder - go - keep on holding option key - library - find a folder - mail - right click on mail - click on copy mail - right click on blank space on RHS - click on paste item
entire mail folders ( all mails are copied in this folder ) this folder is created on desktop - insert your pen drive in your system - drag & drop this folder in pen drive - when copied - right click - eject .
in el capitan - name is v3 in yosemite v2 folder .
now if one is using IMAP a/c - delete that account - form a new IMAP a/c . we are having all mails in folder . once again insert the pan drive drag & drop all mails in new IMAP a/c
this is helpful also when we go to service centre to do a fresh installation - as they always suggest to take back up for mails .
I have the same problem and think I have solved it. My bank requires me to use Trusteer for logging into my account. What I find is that if I log into that bank account with Safari while Mail is open, then mail replies stop working in this way (blank message that can't be deleted). The trick is to shut down Safari. Then mail works fine. Logging into the bank website seems to fire up Trusteer and that messes up mail until you close Safari.
Re-opening Safari causes no problems for me, until I visit that Trusteer protected online banking site again and the problem then comes right back.
