Problem with enterin Apple Id and restoring

Hi I have some problem with my IPhone 5s. After i upgrated to IOS 9.2 Some problems starts to hapen. I can not enter with my Apple Id, when i wrote a password some problems had took. what i must to do. Any upgrades does not work. Some problems was with billing system. i change it and wrote new card numbers. But still have problem Internet doesn not work, I tried to resrtore but while restoring they asked to close finde my iphone in icloude drive in this case my apple id doestn work again shows this kind of problem
