I know there has been discussion on subfolders in Photos before, however the suggested fixes don't appear to work if trying to create subfolders in iCloud Photo library. Does anybody know how to do the trick in Cloud Photo library?

As far as I know folders only show on the Mac - not on iCloud.com or on other IOS devices

You can see folders at www.icloud.com that you create in Photos on your Mac. But the user interface on the Photos webpage at iCloud.com is sadly limited. You can only create albums and not folders.

Let me specify, as I think I was imprecise with my question: I AM trying to create the sub-folder (or sub-album, whatever the correct term is) on the Mac, but not on the HD, but on ICPL. Neither dragging one album into another one works, nor does it to create a new album within an existing album in the sidebar.
ICLP mirrors your Mac library exactly - to make a change in ICPL you must make it on your Mac - all devices using ICPL have identical libraries

I understand. But that is precisely the problem: as I can't the sub folder on the Mac, it also doesn't show up in ICPL.
In Photos on your Mac reveal the sidebar by pressing ⌥⌘S .
In the sidebar select a folder. Now create a new folder with "File > New Folder ⇧⌘S".
The new folder should be created inside the folder you are currently viewing. If not, drag it to that folder. Then move albums into that folder.
You can rearrange your folders freely in the sidebar.
