My iPad Mini 2 will not activate my Imessage/Facetime

My iMessage will not activate on my iPad mini 2 I've tried everything resetting my ipad, Apple ID password, and using a new AppleID all together and nothing has work has anyone encountered this, and found a solution if so I could use your input. PPlease get back to me
