Delete an Itunes App

I am having trouble removing an Itune app off my Iphone 6s Plus. I have tried touching the icon and the icons will jiggle but no X will appear on the icon. I have tried resetting my phone back to the factory settings and still have the same problem. I have also gone into General Settings to make sure in Restrictions that the delete app is on and working. I am still have the same reoccurring problem. Can someone tell me if they are having the same problem.
