My iPad Mini's Screen has weird lines poping up

So today my iPad's Screen went crazy, weird blue lines popping up *as shown in the image*

the problem is once I restart my iPad it gets fixed for a while and then the same thing happens and this only affects the UI itself not the Black box if i'm running a non-native app or the multitasking background.
