Can a device be blocked using serial number

I have lost my phone, the sim was out of my phone when I lost it though but I never set it back to factory settings. I did not use find my iPhone when I used the phone but is there anyway Apple can block the phone using the serial number? I am scared in case someone finds my phone and gets any of my details whilst using the phone after finding it
