iPhone 4 software update

My iPhone 4 is running IOS 7.1.2, when I go to update software it states your software is up to date. I'm not able to get a newer version of IOS, therefore, some apps I download in iTunes will not load nor can I gat app updates on my iPhone. How can I get a newer version of IOS on my iPhone 4?
