I've deleted most of my photos from my phone but it still shows I have a lot of memory taken up by the "Photo Library", in fact the memory used hasn't changed. How do I free up the storage there?

Did you also delete the photos from your "Recently deleted" folder in Camera Roll ? They will delete automatically after 30 days but if you want to delete them now - use the delete option inside that folder.
