I understand that you're having a couple troubles with your iPad Air 2. Fortunately we've a couple articles that should help get your new iPad up and running the way that it ought to. The first article linked below can help with getting Continuity configured correctly on your iPad, which is responsible for allowing you to send and receive SMS messages from your iPad. The next link details a number of steps which can help get Mail to work correctly.

An iPad cannot matively send or receive SMS texts as those go over a cellular voice connection, not a data connection. If you have an iPhone you can use iOS Continutiy features to pair your iPad and iPhone and share SMS services of the iPhone with the iPad - Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support
Otherwise, to send or receive SMS texts you'll need to check the App Store and find and app for a web service or use individual cellular carriers SMS email gateways.
Your email does not depend in a SIM card as it should work fine over wifi, but check that you set it up correctly.
