instant hotspots on multiple devices

Here is my issue. When I select settings and then select wifi on my iPhone, i now have the option to select and turn on the personal hotspots for two of my family members. I never had this option before and it creates issues that they can do the same to my iPhone. This has led to inadvertently using our data plan up early in the month because a hotspot gets turned on and the iPhone owner isn't always aware. I am not sure if this is related to a recent macbook purchase. Either way, i need to disable this so that the only hotspot I can turn on is mine, not my family members and vice versa. I tried to research and there seems to be a relation to iCloud but i should have other iPhones on my iCloud account and they are option for this issue. Any thoughts???

This is due to the devices being signed into the same iCloud account. Instant hotspot is different than Personal hotspot, and unless you select the hotspot, it isn't using any data. Despite the hotspot showing in your Wi-Fi section, it is not using data. Instant hotspot is part of Handoff and Continuity, see this support document.
