Cannot back up my new iPhone 6s

I Cannot back up my new iPhone 6s. Message says "iCloud Backup Failed. There was a problem enabling iCloud backup"

iPhone 6s, iOS 9.2

I Cannot turn off the apps. It says " Backups cannot be turned off at this time" when I try to turn off apps. I also called my carrier- Verizon and they could not solve it either. I have space on the cloud and my iPad backs up just fine. But my new iPhone run ion 9.2 will not.
