Why does Apple Pay say there is an error with my address, when there isn't?

I keep trying to use Apple Pay but it rejects my address and gives me an error message. I have checked my address and it is correct. I have edited, deleted, added it again - 30 times and it still errors out. Help!

I have the same issue with Safari website based shopping cart with an ApplePay option: https://hella-norcal.com/ I think the issue for me is that my Mac OS X Sierra Contacts for me has three addresses. Two of them are incomplete but can't be edited or deleted (I suspect they are sync'd data from other sources). Even though I select the correct complete address in ApplePay and it is the Billing address, ApplePay returns an error on the address.
