Any body running Parallels 11 and Windows 10 on a early 2015 macprobook. Have a talking text / scroll screen while logging out or shutting down. I am concerned because this happens even when i never activate parallels desktop during use.
MacBook Pro (Retina, 13-inch,Early 2015), OS X El Capitan (10.11.1), air port express timing out.
If you see scrolling text on a black screen when you're starting up too, "verbose mode" is activated. That shouldn't have anything to do with Parallels.

no text or speech at start up. this never happened until the parallels and windows install on or around dec 3rd thru the 15th i believe.
When i am using the mac desktop and applications, etc no issues at all. go to log off or shut down takes me to this screen every time. and it specs the text that can be seen in a robot like voice.
In System Preferences>Accessibility>VoiceOver, do you have Enable VoiceOver checked?
It may be related to Interaction but the image you posted isn't being displayed, at least on my Mac, so that's just a guess.
