How do you make images on iPhones 1MB or less?

All good I figured out another way.
I sent the photo using mail from my iPhone and selected (medium) then saved the photo to my desktop. The size is now less then 1MB and I can attach it to my email.

There is no settings other than full resolution. If you use iCloud Photo Library, Settings > Photo & Camera > Optimize iPhone Storage will reduce the resolution/size of photos saved on the phone, but not specified to be < 1MB.
You need to post more information about what you are trying to accomplish?
The only way to reduce the size of digital photos from a smartphone or digital camera is to use image editing software to reduce the quality of the photo by saving it with drastically reduced compression settings.
