Jan 2, 2016 8:49 PM in response to regs1114by ChrisJ4203,SMS from non-iOS devices are a carrier specific function. There are no real settings on the iPhone that regulate SMS, except the setting for Sending as SMS, which only applies to iMessages that cannot be sent as an iMessage, and the MMS setting which will allow for MMS. Anything else is up to the carrier. Have the carrier check to see if there is an issue with the account.

Is Send as SMS and MMS messaging enabled in Settings > Messages?
Was the message came from previous iPhone user that has switched to Android?
Or from all Android user?
I have no problem receiving SMS from a Samsung phone.

SMS is piggyback on the phone line.

Jan 2, 2016 9:22 PM in response to ckuanby regs1114,Yes SMS and MMS is switched on in her settings. Both her and her sister are on family plan. Her sister has same phone with no issues. I have a galaxy S6 edge and she doesn't receive anything from me or from any other android phone for that matter.

Now there is something interesting. You say that someone switched from iPhone to Android. Who switched? Which daughter, the one that can no longer receive the texts? That would sound like something is going on with the number in the iMessage database. If the one that switched from iPhone to Android is having issues receiving messages, then you need to make sure that she deactivated iMessage.
