Q: iCloud Safari Bookmarks Links Not Downloading on any new Apple device

I activated iCloud account/sync on my Macbook Air 2014 but almost all the Safari bookmark links themselves do not appear; only bookmark folders. iCloud bookmark syncing definitely works fine between my iPhone and iMac. Spend 5-6 hours and find only one mention in the Internet:

The instruction in that topic did not help. Also, when I run my second iCloud account on this iPad, all bookmarks sync fine! I see not just bookmark folders, but bookmark links too. I have tried endless combinations of restart/add-del account/ on my Macbook Air. Also, I have same problem on my new iPad Mini retina. Need to fix my first (main) iCloud account! Please, help me with my issue.

MacBook Air, OS X El Capitan (10.11.2), Same on iPad Mini Retina iOS 9.2
