Q: Why do my erased pictures still appear on my Apple TV even though I erased them from my phone and iCloud?

I Cannot delete photos from iCloud and there's certain photos my wife wanted me to delete but they keep reappearing both on my iPhone 5c and my Apple TV 2. What can I do?

Try selecting the individual pictures at iCloud.com. That should put a trash can in the menu bar at the right side.
