The instruction option 3 are for never synced or connected to a computer, that is us.
We get to restore mode, iTunes offers to upgrade or restore. After choosing restore is asks to upgrade.
It refuses to do a restore without an upgrade, first loop of death.
Choosing to upgrade (only working option) causes a new fresh download of 1.81 GB every time, which takes over 30 minutes.
According to the instructions anything over 15 minutes causes the ipad to leave repair mode.
So,,,, now the ipad will not upgrade/restore. We got an error 3194 that said unable to do this.
The ipad is brand new out of box and has not been used yet. The user only got as far as setting up and forgetting the passcode.
In desperation just updated iTunes thinking that would help, but it does not.
I don't mind that it is hard to do, just wish it worked. I have a $600USD piece of garbage on my hands and no access to an Apple store.
How hard can it be to make a simple erase/restore routine that uses the embedded iOs so that at least the user can get to something
usable and perform an upgrades at a later time ?
My perception is that the forced download of an upgrade is the source of the trouble.
iPad shuts off at 1.61 of download of he 1.81GB file.
Clicking Restore iPad I get a dialogue box for Check or Cancel.
Check starts the download all over again and Cancel does just that, cancel the Restore.

Are your restarting the iPad while connected to iTunes and waiting past the Apple logo until the iTunes logo appears before letting go? If offered, take the RESTORE option. it will update as part of this anyway.

Jan 3, 2016 5:33 PM in response to random-user-nameby Lawrence Finch,Error 3194 means that either you downloaded the wrong .ipsw file, your device is jailbroken, or you are trying to restore using a computer that was used to jailbreak some iOS device in the past. You should not be downloading an .ipsw file at all; you should let iTunes do it, as it will always pick the correct one. See: If you see Error 3194, Error 17, or 'This device isn't eligible for the requested build' in iTunes - Apple Support. Error 3004 has a similar meaning.
