Help: ALL Clients Stuck on "Waiting" with Server 5 Cashing Service

Whether it be OS X clients or iOS Clients, ANY and ALL application updates are stuck in Waiting status. All device seem to be connecting to the Cashing service, but nothing ever gets updated.

i.e. When I try to update an iOS App, the app icon turns dark gray, and the text "Waiting" is displayed underneath.

The only way to update a client is to disable the Cashing Service.

I have set up the port forwarding on my router as in the Screen cap, but I can not get Cashing to work. The only other services I have turned on are File Sharing and VPN (which is working perfectly). The local IP address for the server is 192.168.0.106.

I could not find any references that require any port forwarding for Caching Services. Is there any process to trouble shoot the Cashing Service to get my devices updating properly. As there are literally no options to configure, I have no idea how to get the Cashing Service working.

Any help or suggestions would be greatly appreciated.

TIA

iMac, OS X El Capitan (10.11.2), Server 5.0.15 (15S4033)
