How do you turn off the narrator within a movie on your Apple TV

See if audio description is on for the movie. Sometimes you can turn it off other times it is a separate version. Turn on audio descriptions on your Apple TV - Apple Support

The DVD version of that movie has the option for audio descriptions. It sounds like what you are hearing. You should be able to turn them off by following these directions:
To turn on the setting, go to Settings > General > Accessibility.
If they're available, you can turn on audio descriptions while you watch a movie or TV Show:
I think AJ may have it. unfortunatly I don't have any movies that have audio descriptions available to be able to test (and Melissa McCarthy annoys me😉) but try his suggestion...

It is not the Apple TV voice over. That's already off. It is just narration during this one movie spoken narration not subtitles. I just downloaded it and it even describes the century 21 opening. I can't figure out how to shut it off. I have looked in the movie's extras and nothing I can see to turn it off.
If I can't come up with a solution I am going to return the movie as faulty as I refuse to watch it the way it is now.

Can you elaborate? Is this only during that movie, is it actual voice or onscreen subtitles is it whenever the Apple tv is on or...?
it could be voiceover that you have enabled...
it could be subtitles are on....
