how do I combine or merge multiple photos libraries into one

I have two Photo's libraries. One was created when I first started using the Application. The second was created when I migrated my pictures from iPhoto. I want to combine them into one single System Library.

MacBook, OS X El Capitan (10.11.2)

Unfortunately, you cannot simply merge two Photos libraries. Here's a previous discussion with some ideas though: How can I merge photos libraries?

Fat Cat Software's PowerPhotos will now let you merge Photos libraries. I have not used PowerPhotos, but I used and loved their iPhoto Library manager, so I feel comfortable recommending it. I think you'll be able to find good reviews online as well. http://www.fatcatsoftware.com/powerphotos/
