I got a 16gb plan but it says I have a 5gb plan and that I have no storage

I just bought an iPhone 6 and received an 16 giga bite plan. But when I go to storage it says I only have a 5 giga bite plan? Also it says I have no storage but this a new phone with barley any apps and photos

There is no 16GB plan. Do you have a 16GB phone? Every iCloud account comes with 5GB free storage. Then you can pay to upgrade it. The storage on your phone is not affected by the amount of iCloud storage you buy. iCloud storage pricing - Apple Support
