Thanks for using Apple Support Communities.
To troubleshoot this issue where you're unable to add your card to Apple Pay please follow through the steps outlined below.
- Check the region on your device. Apple Pay is supported in Australia, Canada, the United Kingdom, and the United States.
- For your iPhone or iPad, go to Settings > General > Language & Region, then scroll to Region.
- For your Apple Watch, open the Watch app on your iPhone, tap the My Watch tab, tap General > Language & Region, and check your Region Format.
- Restart your iPhone, iPad, or Apple Watch.
- Update to the latest version of iOS or watchOS.
- Remove the card from Apple Pay, then add it again.
- For your iPhone or iPad, go to Settings > Wallet & Apple Pay, tap the card that you want to remove, and tap Remove Card. Then add the card back to Apple Pay.
- For your Apple Watch, open the Watch app on your iPhone, tap the My Watch tab, scroll down, and tap Wallet & Apple Pay. Tap the card and tap Remove. Then add the card back to Apple Pay.
If you still can't add a card or use Apple Pay in stores or within apps, contact your bank or card issuer for help.
Take care.

Jan 20, 2016 3:08 PM in response to Rubberman12by ChrisJ4203,It very well could have to do with how your bank verifies your card to add to Apple Pay. All banks are different. I suggest you contact them to get it straightened out.
